You can receive the EXP.Share from Professor Oak's Aide on Route 15.

You receive the EXP.Share from the Aide in the gate at Route 15 before you go into Fuchsia City. You need to have data on at least 50 Pokemon for him to give it to you, however.

With data of atleast 50 Pokemon you can get the EXP. Share from his aide on Route 15.
