Mew: can only be obtained using an AR.
Suicune: can be found on random grass routes in Kanto after you beat the Eilte Four. You need to start with Charmander to encounter him(which you have).

Mew has to be obtained from a Nintendo Event, or Action Replay or some form of hacking device. Suicune you must encounter randomly in the grass thoughout Kanto.

You can use a gameshark to get Mew I did although he is only level two all of the Pokemon are only level two for the cheat on gameshark

Mew: Can be obtained by using the Mystic Ticket on Pokemon Emerald.
Suicune: You picked the right Starter Pokemon, ironically. You had to pick Charmander to find Suicune. To find it, well... You'll just have to look in Kanto everywhere, I suppose. It randomly appears anywhere...
