I cannot get the Aurora pass because when I go into Mystery Gift it does..

Question for Pokemon FireRed
I cannot get the Aurora pass because when I go into Mystery Gift it does not have "Mystery Gift" as an option it just has "Mystery Card" and "Mystery News".
All the hints say it should have "Mystery Gift" so why is it not working?
