How do I get cut? Is it a TM,HM, or a move I have to get by levelling up.

Defeat Misty, visit Bill at his cottage on the Cerulean Cape and help him regain his form, get the SS Ticket from him, board the SS Anne, defeat your Rival, and talk to the Captain.

Cut is a HM and you get from the ship in Vermillion City from the captain

Cut is an HM, and you get it on the S.S Anne(the ship in Vermillion city). Explore the ship and find Gary. After you defeat him go into the room and talk to the captain. He will give you the HM cut.
