No. It only runs around the Kanto mainland (and sometimes will appear on the sea routes).

I think you can,but there is less grass on the Sevii Islands so Kanto is your best bet.

You need to start off with the pokemon Charmander, then you need to dedfeat the elite 4. Suicune will appear at random and in any location.

It appears only in Kanto. Nowhere else. Sometimes it will appear in the sea, but never anywhere other than Kanto...

In the Kanto mainlands. not the islands. you might not get Suicune. If you chose Charmander then you will get him. If you chose Squirtle ten you will get Raiko. If you chose bulbasuar then you will get Entei
