First catch 30 types of pokemon. Then find Professor Oak's aide whio wants you to catch 30 kinds. If you have then he gives you itemfinder.

Catch 30 pokemon.
Then in Vermilion City there's a thing like a tunnel 2 gards stand there go upstairs it is a guy he will give it to you.
