You need to have traded the Ruby and Sapphire to Celio and you need a Gamecube> GameBoy Advnace link up cable.

Use the connection lead to connect your gba to your gamecube then go to the first pretty city on pokemon colloseum.
Go to the pokemon centre go downstairs then talk to the lady behind your desk and there you go.

You need a Nintendo Gamecube/Game Boy Advance Connector Cord. They usally cost about 10.00
