Can I catch Entai and Raikou in Pokemon fire Red?

Yes. To capture Entei you must have started with Bulbasaur, and to find Raikou you must have started with Squirtle.

It depends on the Starter you got
Squirtle=Raikou
Charmander=Suicune
Bulbasaur=Entei
If you started with Charmander then no you can only catch Suicune but you can Trade to get the other two.

If you picked Charmender then you got Suicune
if you pickes Bulbasaur you got Entei
if you picked Squirtle then you are blessed with Raiko
You get to get them right when you collected 60 Pokemon and beat the Elite Four.

Yes you can but their is no sure fire way to get them you can only get one in each game

When you defeat the Elite 4 either Entei Raikou or Suicune start to roam Kanto.
Only ONE goes around Kanto though (this is chosen by random) You can only get the other two through Trade

Once you have beaten the E4 with 60 pokemon caught they are realeased all over the Poke world. You get seperate ones depending on youre Starter.
