To get umbreon/espeon you have to :
A)use an action reply code
B)have pokemon stadium 2
or C) Trade a eevee to pokemon Ruby/saphire and Evolve it there then trade back

They must be imported from Colosseum. They cannot be bred from an Eevee because there exists no daylight cycle on versions later than Ruby, but since Emerald was created to replace Colosseum that issue may change.
