After yov have beaten the pokemon league and obtained the Ruby and Sapphire and given them to Cellio, the man will disappear and there you are.

First you must get through the Elite Four, teach one of your Water Pokemon the move Surf, make your way North, go till you cant go anymore, make a left and surf on the water, follow the water all the way around, you will see the entrance to the cave on the right...

Use Surf on the water near the bridge, but if you haven't give it to Celio the Ruby and Sapphire stones yet.

You can't go inside the cave.

First you have to beat the Elite Four for the first time. Then you have to get the National Pokedex, which is obtained by collecting data on 60 pokemon before you beat the Elite Four.

Now go to Celio and he'll ask you to find the Ruby, which is in Mt. Ember, You remember those two Rockets blocking an entrance to the cave?

Well now they wanna batlle you after they diverge a password to their Warehouse on Five Island. Enter the cave and then go through it until the part where it splits.

Go left and down, and follow the path. eventually you will get the Ruby, take it to Celio and he will give you the Rainbow pass and ask you to get the Sapphire. It is in the Dotted Hole on Six Island.

Once you ghet down to the Sapphire, some professor guy will take it from you! (freaking rude if you ask me!) but he will tell you the other password for the Rocket Warehouse on Island five.

Go there and beat down the rockets there. Then and only then will the Cerulian cave be opened.

It's really easy go to cerulian city go across nuggget brige to the left you see grass which the Pokemon hide in go to the bottom of that use Surf and follow that you will see a guy stading beside the cave entrence go in then your in cerulian cave. If you havent beat the Elite Four the guy will be blocking the entrace and once you beat them you can go in. Good luck. Beware of strong pokemon.
