I beat the Elite 4 now how do I get Mewtwo

First, now that you have beaten the Elite 4, get 60 pokemon in your Pokedex.
After that's done, go see Oak and he'll give you a National Pokedex. Go to Vermilion after that, and board the ship waiting to take you to the Sevii Islands.
On the islands, get both the Ruby Plate and the Sapphire Plate.
Once that's done, you'll not only be able to get Mewtwo in the Cerulean Cave, you'll also be able to Trade to a Pokemon Ruby/Sahhpire Game. Hope this helps!

Find the Ruby and Sapphire stones, give it to Celio and go to Cerulean Cave, thats where you find Mewtwo.
First, get a National Pokedex ( Pro. Oak gives it to you when you have 60 pokemon), Go to mt Ember and beat Team Rocket.
Go into the cave and find the Ruby. Give it to Celio.
Now, the next bit is tough. Go to island no 4. Go into Icefall Cave. Find the HM Waterfall inside. Then go up the waterfall.
Beat Team Rocket. Now go to 6 Island. Go trough Ruin Valley.
You will find a door. Use Cut. Now
This is the order to fall into the holes:
Up, left, right, down. A scientist grabs the Sapphire. Now get out and go to 5 island.
Go past the meadow and into the Rocket Warehouse. Get through the mazew, and battle the 2 admins. Now battle the scientist.
When you win, give the Sapphire to Celio. Now go to Cereulean cave. Mewtwo awaits.
