How do you get to the fourth island I want the details all of them its taking me forever please help

You have to have 70 or more Pokemon on your Pokedex, or beat the Elite Four and then Celio will ask you to get the Ruby.
You do so at Mt. Ember where the two Rockets were standing.
Give it to Celio and he will ask you to do a favor, go get the Sapphire, he will give you his Rainbow pass, allowing you to go to islands 4-7.

To get to the forth island you need to get the Sapphire/Ruby to that guy in pokemon centre on One Island, and I'm not sure but you might need to defeat the pokemon league again.
