For getting the Cut HM you go to the S.S Anne and talk to the captain on the ship and then leave. For you having to use it outside of battle you have to get the Thunder Badge which is by defeating Lt. Surge (3rd Gym Leader)

to get to the gm you need to cut a tree...how do you cut it ??

It's the Cascade Badge, given to you by Misty of Cerulean City's Gym. You must've already skipped her Gym in order to get the HM. You'll need all 8 badges to enter the Pokémon League, so there's no reason to skip them unless your team isn't ready.
