Well first you need to beat the Elite Four, you may have to do the quest for Celio on One Island. Anyway head to Cerulean City and to the cave just north of the city. You'll have to Surf to the cave entrance so have a Pokemon that knows Surf, you also might wanna have one that can put Mewtwo to sleep. Once you get inside and make it through the maze save before you battle Mewtwo. You also might wanna have at least 30 to for Greatballs and Ultraballs. Now battle Mewtwo until you catch it, it may take a few trys thats why you need to save. Also you might wanna have a few revives and healing items for your Pokemon.
