Please can someone tell me who learns volt tackle and how?

Ok then, you first need a Light Ball. you can get them off wild Pikachus in R/S. Then you breed 2 Pikachus with one holding the Light Ball. When the egg hatches the Pichu will know Volt Tackle.

You can't get volt tackle on Fire Red, but you can on Emerald. First, get two Pikachu's/raichu's, one male, one female.
Now give a llght ball to one of them and drop both Pikachu's raichu's off.
Walk around for a while until the man says they have found an egg.
Take the egg, walk around with it until it hatches and it will be a pichu that knows volt tackle.
