Once you beat Brock, when you head torward Mt. Moon, you will stop by a man and he will give you the running shoes.

you beat brock come out heading to trainer thing and first get running shoes

You go to Pewter City and go right out of the city and talk to the guy standing there

After you beat Brock or Misty there is one of Oak's aides standing outside in the town talk to him and you will get the shoes

After you have beaten Brock go left until you see Professor Oaks aid.
Talk to him and he will give you the running shoes.
