Question for Pokemon FireRed

I need help, I traded my friend a latios for a jirachy about two days ago, and then when I went to the pokemon league to train jirachy but this one girl is blocking the entrance and this is what she says "I am so sorry, but you've wasted your time coming here.LORELEI of the ELITE FOUR is absent, you see.

As a result, the POKeMON LEAGUE is closed for the time being."i want to know if this has ever happened to someone. and i have searched all over Kanto for her but i cant find her. can someone help me. Thanx in advice! =)

Yes it happened to me, you go to island 4 and Lorelei will be there.

She is on island four in the ice fall cave
but you must have the hm Waterfall......

Lorelei of the Elite Four is on Four Island but to get there go talk to Celio (the one that is working on the network machine on One Island)and he will give you the rainbow pass.

Once you get there go straight to Icefall Cave.Get Waterfall(HM07)

If you don't have a poke mon that can't learn it catch a seel or dewgong in the cave.

Go up the Waterfall and go down the ladder then you will see a hole in the wall go through it and Lorelei will be triple teamed by the rockets.

I'm pretty sure shes in either island 6 or 7 in the ice cave.
