How do you get rid of the guard blocking saffron city. Because I can't go to saffron city.

Go to Lavender Town, go west, go through the underground path to Celadon City. Go to the Mansion in the north of Celadon City. Speak to the old lady and she will give you the Key Item 'Tea'. Then try and go through the barrier. All four guards will let you through after a short conversation.

You go to Celadon City and go into celadon mansion the old lady on the first floor will give you Tea.
Then you give it to one of the three blocking guards. The one you give it to will give some to the others and they will all let you through.
