The card key is just past a Rocket member on floor 5 of Silph Co. You take the teleporter which is near the him on the south end. You step on it, then you see a table. Take one step of the transporter, and then you step again on the transporter. Now you are back on fifth floor, you simply go down, and go right to get the card key. Hope I helped!
