When you get the first stone, one of the rockets will give you a password. Then go to four or Five Island and talk to Loreli and she will tell you to help her. Go into Icefall Cave and use Waterfall to go up (the HM is in the cave if you don't already have it). Find her and you battle a rocket. The go to Six Island and go to the Dotted Hole and use Cut to open the door. In here, use the braille to see which hole to go through each time. Eventually you will get to the Sapphire.
