My friend has a major problem. He can't get to island number 4. Someone help he's really wanting to finish the game.

Get 60 Pokemon to get the National Dex, then go to Celio and he gives you the Rainbow pass.

Catch over 70 Pokemon and go to Professor Oak and talk to him and he will update your Pokedex and then go to Island 1 and go where the Team Rocket thugs are on the mountain where you get Moltres.
Defeat both go into the hole they made and find the rubie plate and take it to Celio at the Pokecenter and he will give you the Rainbow pass for the Rubie plate.
