How do I find the sacred dogs wandering around Kanto? I've been wandering around for hours and haven't hit one yet.

Your chances in this game have lowered a lot since Gold/Sliver. You only get one of the dogs. You made your chose of which one when you picked your Starter list is:
Charmander - Suicune
Squirtle - Raikou
Blubasaur - Entei
If you have Pokemon Colosseum send them to fr/lg and look at the area for the dog and spend days tracking it .
