Are there any other Legendary Pokemon after Mewtwo without an E-Reader or something like that?

There is Deoxys, which can be obtained by going to Birth Island. To do this, you need to activate some sort of event that will make the game compatible with the E-Reader and swipe the Aurora Ticket through the E-Reader.

Yes, in fact, there are ones that don't require E-Readers. Entei, Raikou, and Suicune get released into the wild sometime after you get the National Pokedex. Of course, there are some rules to them.
Charmander as Starter: You see Suicune
Squirtle as Starter: You see Raikou
Bulbasaur as stater: You see Entei
You can get Lugia, Ho-Oh, and/or Deoxys through a Nintendo Event or Action Replay, Gameshark, or Codebreaker.
