Actually, the Ruby is on One Island. Once you have the National Dex (defeat the Pokemon League, get 60+ pokemon datas and talk to Prof. Oak) head to the foot of Mt. Ember and up the stairs.
Take the first possible turn east and follow that path untill you overhear two rockets speaking about a passcode. When they realize that you've been eavesdropping they will attack you and if both are defeated they will leave and let you enter the cave they were working on.
Follow this and you will reach a fork in the tunnel; take the western path to reach the Ruby and the eastern path for a quick departure.
