Question for Pokemon FireRed

1: How do you encounter Poliwag in the wild? I have tried every method I can think of to locate one and haven't succeeded in any of them.

2: I have encountered a large portion of pokemon indigenous to the Johto region which have the "area unknown" sign posted instead of the area(s) where they are found. Does anyone know where these might be caught other than on One Island through Seven Island?

Poliwag can be captured in the water with a Good Rod!
