To answer your question you have to go back to the weather institute and talk to the guy who then tell there is something wromg with the weather in that area.Also,when you see Groudon,he's at level 70.

After you beat the game/elite four go to the weather station in fortree the place where you beat team aqua before beating your rival and obtaining fly and talk to the weather man on the seond floor he will reveal the locationof kyorge and groudon.

Go to the second flour of the weather station(follow the road to the left of fortree then down then left again)and talk to the guy their,who tracks weather patterns, if he tells you there is a drought then go to where he says it is(if it is bright then you have got the right route) and look for a cave there and go inside,groundon should be at the other end(there are no wild Pokemon there,other than groundon).

After you beat the E4 go to the weather place talk the the guy who gives you castform and he will tell you the route to ehter kygore or grudon note:save game before you face him bring 99 ultra bals hope it works
