Goto: http://www.serebii.net/pokedex-dp/ for all the pokedexes.
Jirachi can be obtained from "pokemon channel" by playing it through, then migrating it to ruby or sapphire. (look it up in the pokedex at the website above)
The cave that has the smeargles in it? You nave to go down a waterfall at the bottom right part of the island and surf to the entrance.

1. I don't know of a cave in the battle frontier. But if there is one. Maybe you have to baet the fronteir brains to get into it.
2. With a cheat device
3. They will be in the Pokedex (not the national dex)
