When the tide is low when you go in there is only a small puddle of water. When there is high tide you have to surf to move around

You can tell when there isn't as much surfing water as there usually would be.

High tide: 9 AM - 3 PM
Low Tide: 3 PM - 9 PM
High Tide: 9 PM - 3 AM
Low Tide: 3 AM - 9 PM

It was 9:00 pm and I use a emulator in Shoal Cave it wasn't high tide. ace234 answered:
Defeat the fighting trainer south of Shoal Cave and talk to him and he will say in # of hours it will be high tide/low tide.
