May first answer is wrong that is the Regis and if you goes to the walkthrough for Emerald look for the Regi walkthrough it can explain it better then I can.

Route 133 is the route where you find the secret chamber to open the caves where the regis live
You need to know braille because thats how you unlock the caves ill let you know more in about a day or less if I can
