Question for Pokemon Emerald
Is there a guy that can give nicknames to Pokemon at all? I know you can give the Pokemon nicknames when you catch them, but is there a dude that can give them nicknames? If there is please tell me what city/town he/she is in.

There is a guy who can change the nicknames of pokemon(exept the ones that you got from trades,you have to be the person who caught it)His name is, the name rater(how original) I think he resides in rosburo.

Yes, he is in slateport when you reach slateport you just go left and thats where he lives.
