Hi, I'm just wondering, if Latias is in the same area as you, will he be the first Pokemon to appear or will he be just like other pokemon? Plz answer.

There is a certain % chance he will appear I am not sure what it is though. He may be the first Pokemon you encounter however it is not likely.
