Can you get Latios on Emerald Versiom? Also if you can, how can you get it, and where?

Yes. Beat the Elite Four and say that the Pokemon is blue when your mom asks.

Beat the Elite four, ten watch telly at home, then talk to your mum and tell her the Pokemon is blue, Latios will the be around in the wild somewhere, the telly should tell you which route it is on. Hope this helps.

You can get it. After you beat the Elite 4 and your at your house your mom asks you a question, answer blue and your can find it randomly throughout Hoenn.

Yes; you have to select the "Red" option when your mother asks you what color the Pokemon flying over Hoenn is.
