Here is some questions to answer!
1) How can I battle the fronteir brains?
2) Can I get charmander or squirtle or bulbasaur in emerald(without trade and cheats)?
3) What is the best Pokemon in emerald(without cheats and trades)?
4) What move is best for my crobat?

1) By beating the facility a certain amount of times, here's the list.
Battle Pike: Go through 28 Rooms in a row for the Silver, 140 Rooms for the Gold.
Battle Dome: Five Tournament Wins for Silver, Ten for Gold.
Battle Factory: 21 Battles in Single for Silver, 42 Battles in Single for Gold.
Battle Arena: 27 Battle Wins in a Row for Silver, 56 for Gold.
Battle Palace: 21 Wins in Single for Silver, 42 Wins in Single for Gold.
Battle Pyramid: Through 21 floors for Silver, 70 Floors (10 times in a row) for Gold.
Battle Tower: 35 Battle wins in Single for Silver, 70 Wins in Single for Gold.
2) Without what you mentioned, you can't.
3) There is no best.
4) Again, there isn't the best move, but Sludge Bomb and Aerial Ace are great moves for Crobat.

1) You have to beat the corresponding place a number of times until you can. I wouldn't know, I've never done it...
2) Sorry, you can't.
3) It depends on individual taste and how it was raised or trained.
4) A Crobat... I'd say Toxic.

2.Those conditions, you can't.

4.I can't give a best move but I can give a good movest.
I would suggest teaching it
Sludge Bomb
Confuse Ray
Steel Wing
Aerial Ace/Wing Attack
I'll also give some help you didn't ask for. DON'T listen to people that tell you to teach 4 moves of the same type! Makes a ton of sense when you think about it. If you need help with movests or team building,ask. I have other names but you'll know when it's me.

2 once you complete the hoenn and joto dex you can pick one of them
3 from personal exp. Kyogre that knows sheer cold and some other moves can't tell you of the top of my head right now but I can defeat the elite 4 with just kyogre

4) I've raised a Crobat in every game that it's ever been available in, so I can tell you without hesitation that the best COMBAT moveset for Crobat is:
- Aerial Ace
- Sludge Bomb
- Toxic
- Crunch/Cross Poison
If you have yet to beat the game or don't have another flyer in your party, replace Crunch/Cross Poison with Fly.
