When a Pokemon is fully evolved, does it gain stats faster?

In a sense, yeah. They gain better stats, example, you'd obviously know, you barely get EV's during the REALLY early stages, but it's harder to level up in final stages, higher levels, because they don't give monstrous EXP. Therefore, you get more EV's, and better stats.
I suppose it would gain stats faster just by virtue of it having higher base stat values. Because for the most part when a Pokemon evolves it gets higher stats and that means that it will get a boost in stats right when it evolves, and I think yes it does gain slightly more stat points per level when it is fully evolved and higher level then lower level. With that said, by then time they are both level 100 a shroomish who evolved into a breloom at level 23 will not have significantly higher stats then a shroomish who evolved at level 56.
