Go north of Mosdeep City and enter the cave. Go through the cave and go to the ladder and climb down.

Its just a bit north of mossdeep city. If you havent got to mossdeep city then you might as well wait until you do get there. Also you have to be in shoal cave when it is low tide, you will have to walk around and not use surf in order to be able to find snorunt. In my opinion snorunt or glalie are not that good, you would be better off finding anything else.

The shoal cave is north of Mossdeep. You'll see a pretty big island with a cave and two girls just outside.
