Ok you might have the worst spelling/grammar/typing I have ever seen, and with that said I Think you are asking if you can catch dragonite's lowest evolved stage (dratini) on this game. If that is your question the answer is no, dratini-dragonair-dragonite are only found on fire red and leaf green, not on ruby, sapphire and emerald, sorry bud. But you can still obtain it by trading once you get the national dex.
