Just go to the Safari Zone, it isn't hard to find a Pikachu instead of wasting $40 just to get one.

Get like three Pokemon with the ability static and that'll attract pikachu. (Have the Pokemon in your party)

JUST GO TO THE SAFARI ZONE! And if you infinite steps go into a tall grass and press the control stick in a 90 degrees angle so your go will turn not walk so, you won't waste any steps.
