I have heard that it's possible to get the old sea map yourself without having to go do the Pokemon event. Is it true and if it is true, how do you do it?

Yes it is possible. But you have to purchase either an action replay or a gameshark. Enter the CORRECT cheat code for the old sea map and you've got it.
