No. You only get them in Diamond and Pearl. There is no possible way at all to get them in Emerald.

I checked my completed pokedex on my file, but bonsly and mime jr. Weren't on there. Sorry, but that means you can't get them on the game. Try Diamond or Pearl, my friend found a bonsly once on there.
