Theres heaps of them just go to www.serebii.net then go to attack dex scroll down to dig and it should be on that page.

Maybe a Diglett or Dugtrio will, but I now a Nincada will at Lv.54 or Lv.55.

Yes there is. The following Pok�mon can:
Diglett - Level 17
Dugtrio - Level 17 (Move Tutor)
Nincada - Level 45 (Don't Evolve)
Trapinch - Level 41 (Don't evolve)
Your best bet in Emerald is Trapinch, unless you have a Diglett from Fire Red/Leaf Green.

Go to the dessert and, catch a Trapinch and level it up to Lv. 34. Warning it will evolve before it gets to Lv. 34 so, when it is evolving press B repeatedly and, it will say, "Trapinch did not evolve...."
