Question for Pokemon Emerald

What are the best moves for a defensive Ludicolo? I don't want it to have any offensive attacks- just pure defense. Include Toxic in the moveset.

This moveset should be alright for your ludicolo:

Toxic
Leech seed
Protect
Synthesis

Ludicolo isn't the best Pokemon for defensive moves. Based on the moves he can learn via naturally and using a tm, the following moves are the only ones that are NOT attacks.

Growl
Water Sport
Flash
TOXIC
Hail
Sunny Day
Protect
Rain Dance
Double Team
Rest
Attract

Out of these moves, some to think about include...
Flash (if you want to lower accuracy rate)
Protect (buys you one more turn)
Double Team (if you want to make Ludicolo virtually unhittable)
Rest (full health)
Attract (prevents Pokemon from attacking a good percent of the time)

My personal idea are these four move...
Toxic
Protect
Double Team
Rest

Ludicolo is probably one of the best annoyers in the game.

So you want zero attacks? The best defensive Ludicolo would be this.

Ludicolo @ Leftovers (Rain Dish)

Leech Seed
Toxic
Protect
Rain Dance

The whole idea behind this is to Leech Seed and use Toxic. Then Rain Dance, you'll recover a lot of damage while your opponent suffers, now you just Protect on attacks back and forth until they switch, a great idea for stalling them.
