Question for Pokemon Emerald
Is it possible for a Level 50 Rhydon to have Megahorn? If so, how? Do I have to keep it a Rhyhorn until a certain level?

No. The closest way to doing that is to train your Rhyhorn to level 57, in which it learns megahorn, and then evolve it. Otherwise, Rhydon learns Megahorn at level 66. Megahorn is not a tm.
