You can breed altaria or gyrados, that has dragon dance, with you Bagon (make sure your Bagon is female and altaria/gyrados is male)to make your Bagon have dragon dance.

Kingdra(Seadra or Horsea) and Gyrados should work. Also to get the Bagon in the egg the Salamence, Shelgon, or the Bagon needs to be Female.

Dragon Dance is kind of useless.... But that's just me.
Try an Altaria. That's all I can think of right now.

Get a female Bagon first, and get a male Altaria or Gyarados that knows Dragon Dance. That's all, when it comes out of the egg, it'll learn Dragon Dance.
