To get tickets for the islands with the legendary Pokemon like Mew and Deoxys, then you need to attend a nintendo event. A nintendo event is only available to people of North America, so the only way to get the tickets if your not living in North America is by using a cheat device: Either an Action Replay, or a Gameshark.
