No. You can only get them in FR and LG. Although, in Emerald, if you have the 200 Hoenn Dex Pokemon, you can get one of the Johto starters.

Just in Fire Red Leafgreen...unless you cheat..
You can use the beast in the Battle Arena...but you can't have them...you can only use them by a chance...i manage to use the three of them but Entei really sucks plus it's suckish move set.
