Go to Dewford City, go into the Dewford Cave. Talk to the Hiker at the Entrance, he gives you the HM to get Flash.

Dewford Cave...talk to the fat guy and he will give you Flash

In Granite Cave, talk to the hiker inside at the beginning.

In dewford right when you go into the cave there is a man talk to him and he will give the HM:Flash to you.

Talk to the hiker dude inside the cave in defword townn to the north side of town.....and to use it outside of battle beat the gym leader from there.

When your in dewford town go to the cave on the top of the island and talk to the hiker man in the entrance he'll give it to you.
