2) how do I catch laitis

No there is no cheat and use a masterball or weaken it and cath it when you meet up with it continuously.

1) To win the lotto you need 3 or more Pokemon of the same ID number. The best way to do this is make LOTS of trades.
2) After you best the elite four and champion wallace, go downstairs and watch the T.V. When your Mom asks you what color the Pokemon was, say Red. Now go searching throughout Hoenn to find Latias. The eaisest way to catch Latias is to use a master ball. If you don't have one, weaken it with Pokemon about level 30, then use shadow bond. Then keep throwing ultra balls at it.

Answer to question #1 is yes, save your game then find out the id #then use the gameshark cheat to alter your id #to the # you saw b4 you saved your game then bam you are the proud winner of a masterball. Use said masterball on latias if you want to be cheap, but I prefer to use mean look then thunder wave or an attack to freeze it. Then I usually end up using 2-15 ultraballs on it (sometimes one ) lol I just realized how long this is.
