Can you get the tickets to get the legendaries without any cheating from action replay or gameshark and without trading a friend for them???

Yes, by waiting endlessly for a Nintendo event. You'll be better off getting a cheat device.

Yes. You need to go to any Nintendo Event such as Pokemon Rocks America or anything like that. They scan your GBA Game and give you a ticket to get the rare Pokemon.
If you can't do that, then you need to cheat.

I have tried so many times but you need to mix records with another game like Pokemon sapphire and you do that with a lik cable but I don't think it works you can try it

Yes but you have to wait for a nintendo event. Thats when nintendo gives a tocket to all the people in the designated area that have mystery gift
