Well you should try to compete on Level 50 first...work your way up..level 50 Pokemon in every facility is a total weakling...Your advantage is that you should give your Pokemon a well balanced move set that could counter attack their weak side..Sceptile,Metagross and Fylgon are nice choices... Flygon: Eearthquake,Flamethrower,Dragon Dance,Crunch
Sceptile: Rock Slide,Earthquake,Leaf Blade, Aerial Ace/Dragon Claw..etc
Metagross: Meteor Mash,Earthquake,Psychic,Agility/Calm Mind.
I'm not an expert in those Pokemon but that's all I can give you now..
You could use the Quick Level Up cheat if you have an Action Replay. If not, then unfortunately the quickest way to train without cheating would be normal training - battling trainers and wild pokmon.
You should train up other pokmon. That's what you should do.
The best way I'd say is keep beating the four leauge and battle Wally alot.
First of all you should put the 3 legendaries in your PC and train 3 other Pokemon, second, you should train against other trainers and when your ready, go against the Elite 4 (without the legendaries!).
