Because Gyarados has Thrash in his movepool, but can't learn it.

Beldum only learns Take Down ._. When he evolves he gets Metal Claw and Confusion.

Gardevoir learns Hypnosis at Level 51.

Sceptile can't learn Fury Cutter, it learns it at Level 16, which is impossible. Grovyle gets it at 16.

If that doesn't work, O_o. You got a glitched game.

The John answered:

I also think your game is glitched. Or your Pokemon haver caught the Pokerus which makes them level up faster but they don't learn all of their moves. This is very rare and I don't know how to get rid of it. But there is a way.
Hope this helps

Master Volthawk answered:

If it evolves from Magikrap, Gyarados won't learn Thrash without the Move Tutor. Gardevoir doesn't learn Hypnosis right after it levels up. The others are probably glitches though, or you weren't paying attention and you told them not to learn it.

cyber_john3000 answered:

That must be a glitch...Try to restart a new game...and or just buy a new cartridge.

shadow333 answered:

The following things could have happened:

1. Your game is glitched.
2. When the Pokemon tried to the attack you said no.

If you your Pokemon to learn the attacks breed them and train,

Hope I helped

BBG_CREECAT answered:

Agreeing with what the others said, Thrash is got by Gyrados at Level 1, so Move Tutor only, Depending on if you let Beldum evolve at level 20 or not is how he might have missed out on Confusion & Metal Claw-Move tutor. Hypnosis at level 51 for Gardevoir. And if you didn't let Treeko evolve right away at level 16, he, Grovyle, and Sceptile would miss Fury Cutter-again Move tutor.
I have noticed on occasion though if you are in battle and you level up during it or a Pokemon holding Exp. Share does when it or another is battling, notably in trainer & double battles, that sometimes they level up but because you're still in battle it just jumps ahead after telling you it's level went up, but forgets to give the move it should've learned. It's happened a couple of times to me and a few others I know, but now I pay attention so if it happens I'll reset it and not get into the same battle or use a different one. I don't think your game is glitched though.
You can go to the Move Tutor guy in Lilycove to "relearn" any moves that they missed though for a Heart Scale...look around islands, bits of land in water, and all over underwater for Heart Scales, or use a move like Covet or Trick to try and get them off of wild Luvdisc who hold them occasionally.
Good luck and get to know what levels to expect moves so you don't miss them, I'm sure you can find a good Pokedex in one of the walkthrough sections if you don't have access to one.
